When to submit a registration or disclosure
A registration must be submitted no later than when lobbying or lobbying consultancy activities begin. A disclosure of activities is submitted twice a year: in July–August and in January–February.
An organisation engaged in lobbying must register with the Finnish Transparency Register if it contacts Parliament or the Ministries for lobbying purposes more than five times during a calendar year. Lobbying is considered to have begun no later than when the threshold of five contacts within a calendar year is exceeded. If the number of contacts during a calendar year does not exceed five, registration with the Finnish Transparency Register is not required.
An organisation engaged in lobbying consultancy must register no later than on the start date of lobbying consultancy.
A disclosure of activities is submitted twice a year
Lobbying and lobbying consultancy are disclosed to the Register twice a year. The disclosure periods are regular: lobbying activities carried out between January and June are disclosed in July–August, while activities carried out between July and December are disclosed in January–February. In addition, the financial information for the previous calendar year is disclosed during the July-August disclosure period.
The disclosure period is thus open annually from 1 January to 28 February and from 1 July to 31 August. The activities of the previous six months are reported during the disclosure period.

In some cases, the subjects of lobbying are reported for the entire year in January–February. If the lobbying activities remain small-scale during the first half of the year but exceed the threshold for small-scale activities in the second half of the year, all subjects of lobbying for the entire year are reported in January–February. The system guides you to fill in information for the correct period of time. Please note that the threshold for small-scale activities does not apply to lobbying consultancy. The disclosure periods are laid down in the Finnish Transparency Register Act. A record will be made of late submissions.
