Annual Report 2024 of the Finnish Transparency Register
The National Audit Office of Finland (NAOF) reports annually on the operation and oversight of the Finnish Transparency Register. The first annual report describes in detail the events of the operational year 2024 of the Transparency Register.
The first year of operation of the Finnish Transparency Register began on 1 January 2024 when the Finnish Transparency Register Act entered into force. The online service developed for registrations and disclosures to be submitted to the Transparency Register was opened on the same day. The annual report sheds light on the reasons and background for enacting the Finnish Transparency Register Act and provides information on the oversight, use and costs of the Register.
In the Finnish Transparency Register, organisations report on the lobbying and lobbying consultancy they have carried out. The disclosure obligation applies to organisations that have either carried out lobbying themselves or provided lobbying consultancy. Lobbying refers to contacts with Parliament or the ministries with the aim of influencing the preparation and decision-making in a matter to promote a particular interest or objective. The Transparency Register shows the organisations that have carried out lobbying and their basic information as well as the subjects of lobbying and the methods of communication used to promote an interest or objective.
In the first year, entities engaged in lobbying submitted registrations, disclosures of activities and deregistrations through the online service. The number of registered organisations was 1,113, and a total of 2,130 disclosures of activities, i.e. reports on lobbying activities carried out, were submitted for 2024. In 2024, 16 deregistrations were submitted.
The annual report covers the oversight process of the Transparency Register, the oversight tasks completed and started in 2024, the maintenance of the system and other tasks belonging to the oversight authority, such as providing guidance and advice to entities subject to the disclosure obligation, a special priority in the year the Act entered into force. The costs of the Finnish Transparency Register to the National Audit Office are also specified in the report.
The purpose of the Finnish Transparency Register is to strengthen the transparency of decision-making, strengthen trust in public administration and combat inappropriate influencing. The information in the Register is publicly available at avoimuusrekisteri.fi.
